Christine Le Bihan-Graf is a member of the Paris Bar. She has joined De Pardieu Brocas Maffei as partner in order to create and head the industrial activities department, with a personal emphasis on the energy, transportation, media, telecommunications and postal services sectors. The industrial activities department will provide coordinated legal advice to industrial and financial professionals on regulatory, contractual and transactional matters, particularly in relation to industries subject to strong sector-based regulation.

Having graduated from the national school of administration (ENA) and holding an advanced degree (“Agrégation”) in philosophy, Christine Le Bihan-Graf has been a member of the Conseil d’Etat : the French administrative supreme court and authority advising government on legislative and regulatory matters. Before joining De Pardieu Brocas Maffei, Christine Le Bihan-Graf was the director of the French Regulatory Commission of Energy (2008-2011). As a senior civil servant, she has also been director in charge of the reform of the French state pensions system within the Prime Minister’s office (2003-2006) and secretary-general of the Ministry of Culture and Communication (2006-2008).

Christine Le Bihan-Graf has been decorated with the awards of “Chevalier de la Légion d’honneur” and “Chevalier de l’ordre national du mérite”. She is the author of the following publications: “Les grands problèmes de l’éthique”, Seuil (1996), “Lexique de philosophie”, Seuil (1997); “Le principe de précaution”, in cooperation with Philippe Kourilsky, Odile Jacob (2000).
